Based in Tunis, ensures day-to-day delivery of IWPR's portfolio of programmes in Libya and Tunisia in compliance with donor and IWPR rules, regulations and procedures across the identified region country offices. Acts as Country Director in the absence of the Country Director.
SPECIFIC RESPONSIBILITIES
Ensures projects are delivered on target and within budget. Conducts regular internal audits of all existing grants. Manages risk. Ensures that activities meet organisational requirements for quality management, health and safety, legal stipulations, environmental policies and general duty of care. Fosters new partnership and relationships for IWPR's programming in identified regions. Ensures consistency and quality of all regular and ad hoc reporting to management, donors and stakeholders. Ensures appropriate systems are established and maintained for measuring and evaluating programme management. Manages program staff.
KNOWLEDGE, SKILLS AND ABILITIES:
* Demonstrable understanding of monitoring and evaluation principles and practice;
* Thorough understanding of and facility with managing complex projects;
* Proven track record of programmatic financial oversight, including budgeting/re-budgeting, quarterly re-forecasting, monthly reporting;
* Experience of managing and supporting staff working in a conflict/post conflict environment;
* Proven ability to set priorities, shape processes and develop an infrastructure that creates a stronger, more efficient organisation;
* Able to work effectively under pressure in a fast-paced environment with conflicting priorities.
* Excellent communication and coalition-building skills with the ability to balance, negotiate and work with a variety of internal and external stakeholders;
* Fluency in written and spoken Arabic and English;
* Proven team player with a flexible and creative approach;
* Proficiency in Microsoft Office, Excel and PowerPoint, and a basic understanding of website content management systems;
QUALIFICATIONS:
* Bachelor's degree in a relevant field. Minimum of five years of progressively more responsible experience in programme design, management and evaluation. Solid expertise in delivering training, facilitating meetings and giving public presentations.
* Equivalent combination of education and experience.
